*That Spain had already formally surrendered to the Federal Republic of the Visayas even before Gen. Emilio Aguinaldo was proclaimed Philippine President in Malolos, Bulacan on January 23, 1899. That our Independent Visayan Republic, had never been under the authority and jurisdiction of Aguinaldo's "Katagalogan" Republic in Luzon.

excerpted: "...A paper written by Jose Manuel Velmonte, a research associate at the UP Third World Studies Center, found that the Visayan revolutionary elites not only had sophisticated political ideas but also resented attempts by Malolos to assert its authority. A Tagalog military expedition sent by Malolos to Panay to assert its presence was met with hostility. The Luzon force led by Generals Ananias Diocno and Leandro Fullon was regarded by the Visayan revolutionaries, led by the Visayan supremo, Gen. Martin Delgado, as an ''invasion'' force ..." According to Dr. Luis C.Dery, an eminent Filipino Scholar: "Expounding the extent of Aguinaldo's Philippine Army; the Bangsamoro nation's Mindanao, Sulu, and the rest of its islands never fell under Aguinaldo's politico-military control and sovereignty. In fact as late as August 1898 much of northern Luzon, southern Luzon, the Visayas, and Mindanao remained outside of the control of Aguinaldo's Republic. Thus, several military expeditions were sent to these places to bring' them to recognize the First Philippine Republic."

*That the 1898 Treaty of Paris preliminaries, should not have included territories of the sovereign "Visayan Nation"; the confederation of both the Central and Western Visayas Cantonal Governments by virtue of Spain's formal surrender prior to this U.S. and Spain treaty of peace (Paris) and the $20-million buy-out. Spain had no more legal rights to sell. In legal parlance "nemodat quod non habet” -meaning “you cannot give what is not yours”. It states that the purchase of a possession from someone who has no ownership right to it also denies the purchaser any ownership title.

This diplomatic "Faux pas" that was supposed to be officially consummated and became legal and internationally binding only on APRIL 11, 1899 should, or rather must be rectified.

*June 12, 1898 -Gen. Emilio Aguinaldo proclaimed Philippine Independence from Spain in Kawit, Cavite --but never won the war against Spain, as explained in the infamous betrayal --the "Mock Battle of Manila of August 13, 1898".

*Nov. 6 & Dec. 23, 1898 -Spain formally surrendered to both; the Negros Republic that merged (Dec. 2, 1898) with the Federal Republic of the Visayas based in Iloilo (respectively)

The Doctor of the House: Congressman Narciso Dolar Monfort, MD (May 1, 1928 - September 5, 2005)

“A tribute to my primo, Narcing “Goodah” Dolar Monfort, in commemoration of his 90th birth anniversary today, the 1st of May, 2018.” --dinggol.d~~~

Narciso “Narcing” Monfort was born on May 1, 1928 in Barrio Lublub, renamed Barangay Purificacion Dolar Monfort North in the Municipality of Dumangas, Iloilo. His parents who both belong to the landed gentry of Dumangas, were Jose Sustiguer Monfort and Purification Diancin Dolar. He was married to Carmencita Guevara, daughter of Domingo M. Guevarra of the DMG Group of Companies that included Radiowealth, Volkswagen (Phil.), etc. based in Bicolandia. They were blessed with two children; Joey and Mitch.

The good-nature Narcing, fondly called “Goodah” by close friends and relations finished his elementary education at the Dumangas Elementary School. His High School years at the University of Iloilo (UI), his pre-med course at the University of San Agustin and later pursued a degree for Doctor of Medicine at the University of Santo Tomas in Manila. In furtherance of his medical profession, he acquired his Certificate in Public Health at the University of the Philippines in 1959 and thereafter, a Diploma in Occupational and Industrial Medicine.

Dr. Monfort served as Presidential Assistant on Health to both President Ramon Magsaysay and Carlos P. Garcia and later as Presidential Assistant on Political Affairs to President Diosdado Macapagal in Malacañang. During the term of President Ferdinand Marcos, he served as Commissioner-Home Financing Commission; Assistant to the Director, Bureau of Health and as Deputy Minister-Ministry of Health.

He first threw his hat into the national political arena, when he ran for Assemblyman (Interim and Regular Batasang Pambansa) for Region VI in 1978. He won handily and he served through 1987.

Thereafter, as the undefeated Representative for four terms in the fourth District of Iloilo, Dr. Narciso Dolar Monfort of Dumangas was instrumental in sponsoring important House Bills and Republic Acts that have long term impacts not only to his constituents in the City of Passi and in the Municipalities of Anilao, Banate, Barotac Nuevo, Dingle, Dueñas, Dumangas, and San Enrique in the Province of Iloilo but, likewise, to Iloilo City in particular and to the whole country in general.

In the City of Iloilo, he initiated several major projects that included the renovation of the Jaro Plaza Belfry fronting the Nuestra Señora dela Candelaria Cathedral that was badly damaged by a tremendous earthquake during the late 1940’s. He was responsible in building the modern day Iloilo Sports Complex at Magsaysay Village in the district of Lapaz. And the construction of the 25 kilometers Iloilo Coastal Road that connects the Iloilo International Port at Barangay Loboc also in Lapaz, Iloilo City to the Dumangas Port, to name a few.

The Iloilo Coastal Road, renamed Cong. Narciso D. Monfort Blvd., became the main thoroughfare for commerce and trade serving Iloilo City and neighboring towns in central and northern Iloilo, after the Dumangas Port became fully operational in 2007, especially with its Roll on-Roll off (RORO) facilities.

Dr. Monfort who was in government service and who served under eight presidents, was conversant with the imperative need of efficient public service and showed his concern by being responsible in the filing and enactment of 3,895 bills and resolutions during his four (4) congressional terms.

On September 5, 2005, “Goodah” who was considered as the Grand Old Man of his beloved fourth district in the Province of Iloilo, succumbed to complication of his lingering prostate cancer at the age of 77 years old.

Congressman Narciso Dolar Monfort, MD was distinctly remembered when he was chosen as Chairman of the Committee on Health during the 8th Congress and conferred by his fellow lawmakers, the congressional staff and by many others the noble title as the “Doctor of the House.”
